High Potential Individual Visa
The High Potential Individual (HPI) visa allows recent graduates of top-ranked overseas universities to come to the UK to work, look for work, or start a business — without needing a job offer or an employer sponsor. It's one of the most flexible UK work routes available, but it comes with a hard constraint most applicants underestimate: it's a one-time, non-extendable visa, and time spent on it does not count towards settlement. Getting the timing right — both for the application itself and for switching to a longer-term route before it expires — is where most of the planning value lies. Who This Visa Is For
You may qualify for this visa category if you are:
Recent graduates of a non-UK university that appears on the Home Office's Global Universities List for the year they graduated
Graduates who haven't yet secured a UK job offer but want the flexibility to search for work, or multiple roles, once here
Entrepreneurial graduates wanting to explore starting a business in the UK without sponsorship constraints
Anyone who has not previously held an HPI visa — this route can only be used once per person
A Major Expansion: November 2025 Changes
The route changed significantly under Statement of Changes HC 1333, effective 4 November 2025:

The ranking threshold moved from the top 50 to the top 100 universities in at least two of three major global rankings (QS World University Rankings, Times Higher Education World University Rankings, and the Academic Ranking of World Universities)

The Global Universities List roughly doubled to around 80 institutions

Retroactive eligibility was extended to cover the previous 5 years of published lists, meaning some graduates who weren't previously eligible may now qualify

A new annual application cap of 8,000 was introduced, running from 1 November to 31 October each year
UK universities are not included on the list, since UK graduates already have access to the Graduate Route instead.

Eligibility Requirements
To qualify, you must:

The qualifying overseas degree must have been awarded within the five years before the application, including where the qualification is a PhD or other doctorate. The university must appear on the Global Universities List covering the date the qualification was awarded. The qualification must also satisfy the required verification and level requirements.

Have been awarded a bachelor's, master's or PhD degree by a qualifying overseas university that appears on the Global Universities List (not necessarily the list current when you graduated — this trips people up, so it's worth checking carefully)

Have been awarded that degree within the last 5 years

Have your qualification verified by Ecctis (formerly UK NARIC) as equivalent to the relevant UK degree level — note that Ecctis verifies the level of your qualification, not whether your specific university is on the eligible list, so both steps are needed

Meet the English language requirement at CEFR B2, unless exempt (for example, as a national of a majority English-speaking country, or having been awarded a degree taught in English)

Show at least £1,270 held in your account for a consecutive 28-day period, ending no more than 31 days before you apply

Planning Beyond the HPI Visa
Because this route cannot be extended or reapplied for, and doesn't count towards settlement, every HPI visa holder needs an exit plan well before their 2 or 3 years are up. The most common next steps are:

Switching to the Skilled Worker Visa, once you've secured a job offer meeting that route's sponsorship, salary and skill-level requirements

Switching to the Global Talent Visa, if you meet the endorsement criteria for that route

Switching to the Innovator Founder Visa, if you've developed a genuinely innovative business during your time in the UK

Switching to the Scale-up Visa, where a qualifying fast-growth UK employer offers sponsorship
Whichever route applies, the qualifying settlement clock only starts once you hold that new visa — so the timing of your switch matters for your long-term settlement planning, not just for staying in the UK legally.

Visa length: 2 years for bachelor's or master's graduates, 3 years for PhD holders

Cannot be extended, and cannot be applied for more than once

Application fee: currently in the region of £880 (fees are reviewed periodically)

Immigration Health Surcharge: payable in addition to the application fee, for the full length of the visa

Settlement: time spent on the HPI visa does not count towards the Indefinite Leave to Remain qualifying period — this is not a settlement route in itself
